Dennis recently retired as Assistant Public Works Director, after over 42 years in the engineering and public works field, working for both private and public employers. His experience includes design, construction oversight and project management of a variety of public infrastructure projects ranging in value from $30K to $15M, totaling well over $100M. The majority of the projects were funded by grants received from local, state and federal agencies. Dennis was responsible for ensuring compliance with all requirements of the funding agencies from project initiation to project completion. Several of the projects have been recognized by professional organizations.

Dennis continues to serve the community of Rialto, volunteering at his church and as Chairman of the City Transportation Commission.

That experience led to a professorship at California State University, where she spent 15 years teaching and mentoring future teachers. She also served as a Director at Taft Newman Christian School in San Bernardino, CA.

Charlotte has also been active in Alpha Kappa Alpha Sorority, Inc. She has chaired the Regional Founders Day program and the local chapter of the Veterans Recognition Program, and as Vice President of the local chapter of the Sorority.

During her husband’s career in the U.S. Air Force, Charlotte served as coordinator of Family Services and Vice President of the Officer’s Wives Club.

Gary has over 45 years of leadership experience spanning two careers. He served in the U.S. Air Force for 24 years, enlisting as an Airman and retiring as a highly decorated Officer, achieving the rank of Captain. Gary led his units to three best in the Air Force awards.

After leaving a successful career in the Air Force, Gary began a 21- year career at San Bernardino Valley College (SBVC) where he advanced to Dean of Career Technical Education, Transportation and Culinary Arts. He also served as Executive Director of the SBVC Foundation, securing commitments of over $500,000 for scholarships.

Gary knows the value of education and hard work. While an Airman, Gary earned an AS Degree from the Community College of the Air Force; an AA from San Bernardino Valley College; a BS from Southern Illinois University, Carbondale; and an MS from Cal State San Bernardino. His education led him to acceptance to Officer Training School. He has also pursued Doctoral course work at the University of LaVerne.

Gary continues to be involved in the community and currently serves as Director of the Released Time Program.
