Shelly A. Smith is a Vice President and Wealth Advisor with Morgan Stanley, a multinational financial services corporation. Shelly joined Morgan Stanley in 1992 and has been a Vice President since 1997. Prior to joining Morgan Stanley, Mrs. Smith was a Retirement Planning Specialist and Financial Advisor with Merrill Lynch Wealth Management from 1989 until 1992, where she worked predominately with business owners to improve company cash flow and their personal wealth creation for retirement. Shelly began her career in 1985 with Crowell Weedon & Co. where she held a Register Representative title and as a Market Maker for an Independent Bank in Covina, CA. She was instrumental in improving shareholder value for the bank owners and directed talks that led to a lucrative acquisition. Her 30 years of significant experience in financial information, capital management, and client relationships provides the Board with broad financial and operational expertise.

Ayo Akingbemi, Ph.D

Ayo M. Akingbemi has extensive experience in program management and budgeting, having worked for several public and private sector organizations; including manufacturing, public education, and a regional water utility agency. He has taught, in an adjunct capacity, courses in public budgeting and administration at a local university and community colleges. He holds a Bachelor of Science Degree in Business Administration, a Master’s Degree in Public Administration from California State University Dominguez Hills, and a Doctorate Degree in Government from the Claremont Graduate University. He recently retired, after 35 years in the workforce.

Dennis recently retired as Assistant Public Works Director, after over 42 years in the engineering and public works field, working for both private and public employers. His experience includes design, construction oversight and project management of a variety of public infrastructure projects ranging in value from $30K to $15M, totaling well over $100M. The majority of the projects were funded by grants received from local, state and federal agencies. Dennis was responsible for ensuring compliance with all requirements of the funding agencies from project initiation to project completion. Several of the projects have been recognized by professional organizations.
Dennis continues to serve the community of Rialto, volunteering at his church and as Chairman of the City Transportation Commission.

Charlotte has extensive experience in education and developing people. She has 20 years experience in elementary education. That experience led to a professorship at California State University, where she spent 15 years teaching and mentoring future teachers. She also served as a Director at Taft Newman Christian School in San Bernardino, CA.
Charlotte has also been active in Alpha Kappa Alpha Sorority, Inc. She has chaired the Regional Founders Day program and the local chapter of the Veterans Recognition Program, and as Vice President of the local chapter of the Sorority.
During her husband’s career in the U.S. Air Force, Charlotte served as coordinator of Family Services and Vice President of the Officer’s Wives Club.
Charlotte is currently a coordinator for the Released Time program.

Dr. T.K. Desai, MD, MBA

Dr. T.K. Desai is currently serving as a Medical Director and a Vice President in the healthcare management arena. His past experiences include work as Medical Director for large healthcare companies such as Blue Shield of California and United Health Group for several years, overseeing the healthcare delivery system in Southern California and the Inland Empire.
T.K. has worked as an Emergency Room Physician for over 25 years and has served in the capacity of ER Medical Director for 10 years of the 25 years. He is Board certified in Emergency Medicine and Internal Medicine and holds an MBA with emphasis in healthcare management.
He also served as the CEO of a non-profit organization with a 501 (c) 3 status, Flyingdoc Inc. In this capacity, he and his team have been able to put together MOU between USC Medical Center and Mumbai University, as well as Gujarat University. T.K. traveled to India with the USC physician team annually to continually conduct conferences for emergency medicine services enhancement in India. T.K.’s hobbies include music, hiking, swimming and playing Sitar in his spare time. T.K. has been attending Sunrise Church for 10 years and is a member of the church.

Gary has over 45 years of leadership experience spanning two careers. He served in the U.S. Air Force for 24 years, enlisting as an Airman and retiring as a highly decorated Officer, achieving the rank of Captain. Gary led his units to three best in the Air Force awards.
After leaving a successful career in the Air Force, Gary began a 21- year career at San Bernardino Valley College (SBVC) where he advanced to Dean of Career Technical Education, Transportation and Culinary Arts. He also served as Executive Director of the SBVC Foundation, securing commitments of over $500,000 for scholarships.
Gary knows the value of education and hard work. While an Airman, Gary earned an AS Degree from the Community College of the Air Force; an AA from San Bernardino Valley College; a BS from Southern Illinois University, Carbondale; and an MS from Cal State San Bernardino. His education led him to acceptance to Officer Training School. He has also pursued Doctoral course work at the University of LaVerne.
Gary continues to be involved in the community and currently serves as Director of the Released Time Program.

Dr. Jay Pankratz is the Senior Pastor of Sunrise Church in Rialto, California where he has been serving for 27 years. During this time, the church has grown from a church of 400 worshipers to an average weekly attendance of more than 6,000 across six campuses. Jay’s articles have been published in Leadership magazine and Building Church Leaders, among others. He also conducts seminars to help church leaders.
